If it is possible in Japan, it would probably be around Daikon Island in Matsue City, Shimane Prefecture.
That area has always been a calm sea.
It is not permitted to navigate the waters on your own. It is better to apply through a tour company.
It may be okay if you don’t drive on the Malaysian side, but it’s better to play it safe and rent a kayak from a tour company. There is a risk of being questioned by the authorities.

However, there is a risk that no one will be home, and you’ll end up passing by without seeing anything, as there are only “unreliable tours” available.
